The steel ball is clearly LARGER than the diameter of the tube. However, you can make the ball slowly sink down INTO the tube, and then slowly rises back UP again. Of course should anyone else try, they'll find that the ball is TOO SMALL and falls right through the tube. Everything can be examined.
It's not necessary to have anyone examine the tube beforehand, because it's clearly just a tube. You don't have anything to prove. Ask someone to hold the ball as you take the tube out of your pocket. Then ask them to place the ball on top. Let the ball sink in and rise up. At the end let them take the ball and tube, which can examined until the cows come home.
Place the ball on top of the tube and ask everyone to imagine that the ball is getting smaller. They'll be gob smacked to see the ball slowly sinks into the tube. Reverse the process and ask them to imagine that the ball is getting larger. Up the ball rises.
Show that the ball doesn't fit into the tube. Then cover the tube with a small silk hanky and place the ball on top. Have someone place their finger on top of the ball and let it sink down into the tube.
